Rules of the Cumberland County Green Party Committee

Article I Establishment of Rules The Cumberland County Green Party Committee (hereafter called the CCGP Committee), as a county body of the Green Party, which attained party status as that term is defined under the Pennsylvania Election Code on November 7, 2000, does hereby adopt the following rules:

Article II Mission Statement The principles of the CCGP Committee are articulated in the Ten Key Values of the Green movement in the United States of America: grassroots democracy, social justice and equal opportunity, ecological wisdom, non-violence, decentralization, community-based economics and economic justice, feminism and gender equity, respect for diversity, personal and global responsibility, and future focus and sustainability. The CCGP Committee shall govern itself in a manner consistent with and in actualization of these values.

Article III Members of Committee The membership of the CCGP Committee shall consist of all electors enrolled in the Green Party in Cumberland County who have submitted a completed application form to the Committee and who have attended a Committee meeting within the preceding three months.

Associate Members Associate members shall consist of all persons enrolled in the Green Party in a jurisdiction other than Cumberland County who have submitted a completed application form to the Committee and who have attended at least one CCGP Committee meeting within the current or preceding calendar year. Associate members may chair or assist with any sub-committee.

Voting Rights Only members of the CCGP Committee shall be counted in any vote relating to CCGP Committee officers, candidates, financial distributions or amendments to Rules, although associate members may be present during such voting and may participate in discussions prior to a vote.

Article IV Officers of the Committee The officers of the CCGP Committee shall consist of a Chair, a Secretary and a Treasurer. The Chair, Secretary, and Treasurer shall be elected at the 1st meeting of the calendar year and shall serve until the first meeting of the next calendar year. Officers may be retired by a vote of the CCGP Committee.

Article V Meetings Meetings of the ADCOGP Committee shall be held on the call of the Chair, or in the case of vacancy of the Chair, on the call of the Secretary. Notice of the time and place of a meeting shall be served by transmitting a notice of meeting, by email, to each member not less than ten (10) days before such meeting. Notice shall be transmitted by phone or mail for those members without email access. At all meetings of the CCGP Committee, there shall be present at least three members in order to constitute a quorum.

Article VI Nomination of Candidates The CCGP Committee may nominate candidates for such offices as are to be voted for by the electors of Cumberland County or subdivision thereof. As soon as possible after the nomination of candidates, the CCGP Committee Chair shall deliver to the Cumberland County Board of Elections an Authorization of Candidacy listing the offices for which candidates have been nominated and the names and addresses of such candidates. The Board of Elections shall not certify the nomination of any Green Party candidate for whom such Authorization has not been received. At any time prior to the last date on which nomination papers may be filed, the CCGP Committee may supplement or amend such authorization.

Article VII Vacancies Any vacancy happening or existing in the Green nomination for any county or municipal office by reason of the death or withdrawal of a candidate, the calling of a special election, or other cause shall be filled by the CCGP Committee, which shall have the authority to make and certify a nomination as specified in Article VI.

Article VIII Selection of Delegates At its first meeting of each calendar year, the CCGP Committee shall select from among its members the number of delegates and alternates to the Coordinating Committee of the Green Party of Pennsylvania specified and allowed by the rules of that body, who will serve until the first meeting of the following calendar year.

Article IX Sub Committees Sub-committees of the County Committee may be formed by vote of the CCGP Committee membership, and Chairs selected by similar vote to organize activities chosen by the CCGP Committee. Funding for activities of such sub-committees will be through the CCGP Treasurer.

Article X Rules of Order Section 1. The CCGP Committee shall strive to obtain consensus on all decisions. If consensus fails, a decision shall require a two-thirds majority of votes cast. The tally of the number of votes cast shall not include abstentions. Section 2. The CCGP Committee may adopt additional rules of order, temporarily or permanently, to govern their respective meetings. Any such rules adopted permanently must be filed with the state board of elections.

Article XI Procedures for Amending Rules Amendments to these rules may be made by the CCGP Committee at any regularly scheduled meeting, provided that the proposed amendment is submitted to the CCGP Committee not less than twenty-five (25) days prior to the meeting at which the amendment is to be considered. The Secretary shall then send a copy of the proposed amendment, by email, to every member of the CCGP Committee with access to email, and by mail to every member of the CCGP Committee without access to email.
